Online Applications for Building Warrants & "Letters of Comfort" Including Online Payment Of Fees
This page allows you to complete, submit and make a payment online for the following types of application:
- Building Warrants (including amendments and staged warrants)
- Extend Period of Validity of Building Warrant
- Letter of Comfort
You must have the latest version of Adobe Reader to fully utilise this service. The reader can be downloaded free of charge from the Adobe website (new page).
Please note that in addition we will require 2 paper copies of the plans to be sumbitted by post to the address below.
Please be aware that due to file size limitations on e-mail, if you wish to include plans with the application the e-mail must be no larger than 4MB. This may mean that you have to send more than one e-mail to us at dbc@westlothian.gov.uk.
To ensure that we can view your plans they must be submitted in PDF format, you will be able to download a conversion tool from the internet to allow you to do this.
Alternatively you may submit paper copies to Building Standards, County Buildings, High Street, Linlithgow, EH49 7EZ.
When completing an application form, please include your own temporary reference number. This number must be quoted when making a payment online or submitting fees and drawings by post to assist in matching payments to applications.

Pay Building Warrant OR "Letter of Comfort" Fees Online
This takes you to the Council payment server where you may pay for the following fees:
Building Warrant Related Fees
- Building Warrant Application
- 1st Stage of a Staged Warrant Application
- Additional Stage to Warrant Application
- Amendment to Warrant Application
- Additional Fee Due to Increase In Value of Works
- Extend Validity of Warrant Application
"Letter of Comfort" Related Fees
- Replacement Window Survey Fee
- Expired Building Warrant Fee
- Confirmation Works were Exempt Fee
- Unauthorised Works Carried Out Prior To 1st May 2005
- Additional Fee If Required
