The Transportation Projects team is involved in providing a management and consultancy service in project design and scheme implementation for all new works on the public highway.

  • all types of new road design;
  • feasibility design and public consultation on proposed schemes;
  • design of road safety and junction improvements;
  • procurement of contractors through competitive tendering process and supervising construction works;
  • design and construction of new road and footpath links including associated urban drainage systems; and
  • site specific construction health and safety supervision.

Programme of Schemes for 2010/11

Blackridge Railway Station Access

Transportation's Projects team are currently involved with the supervision of the construction of the access road to the new Blackridge railway station car park.  The works commenced on 12 April and are due to be complete by 30 July 2010 and the new station is programmed to be open in December.  Further information on the Bathgate to Airdrie rail link can be found at http://www.airdriebathgateraillink.co.uk/ (new window)


A71/U28 Linburn Junction ? Traffic Signal Installation

The council finalised the purchase of the land on the southwest corner of the junction in December 2009.  The works to complete the final phase of the scheme commenced on 7 June and are due to be completed on 10 August.

The scheme is being introduced to improve safety for vehicles turning onto the A71, in particular buses.  The works should not affect commuters travelling along the A71 during the peak hours in the morning and evening, as works will be restricted to outwith these times.  However, there may be times when temporary traffic signals cannot be removed during these times due to the nature of the on going operations.  In such instances the council will endeavour to advise commuters through press releases and radio broadcasts.


Linlithgow Commuter Car Park

Planning approval was granted to construct a car park between Linlithgow Sports Club and Linlithgow Cricket Club on 10 March.  The detailed design is now being finalised and it is anticipated that construction work will commence August/September.


Cycling, Walking, Safer Streets (CWSS)

The council has, for the third year in succession, been allocated a Scottish Government grant of £303,000.  This year the funding will be used to implement improvements in traffic management and cycling schemes.

Transportation receives a number of inquiries regarding vehicle speeds and road safety issues throughout West Lothian.  A process to identify and develop possible schemes was approved by the Council Executive committee on 20 May 2008.  The justification of a scheme is based on the investigation into the road casualty accidents along a particular route.  Schemes in Bathgate, Uphall and Whitburn were identified for further development as the accident rates along the routes were found to be higher than those anticipated for roads of a similar class.  A report was presented to the Council Executive on 15 June 2009 that approved that these schemes be further developed through community consultation.

Two of the traffic management schemes have now been developed through consultation within the communities of Uphall and Whitburn and are proceeding to implementation.  These schemes are:

· A899 West Main Street/East Main Street, Uphall - The scheme will consist of road markings to formalise parking and narrow the carriageway along the route.  The measures will assist in reducing vehicle speeds while maintaining traffic flow; and
· B7069 West Main Street, Whitburn ? The Council Executive approved the recommendation to progress with the statutory procedures to introduce traffic calming on West Main Street, Whitburn at its meeting on 22 December 2010.  This process has been carried out with no objection to the proposals received.  The final detail to the design is being carried out and it is anticipated that the scheme will be implemented in September/October 2010.

A third scheme on South Bridge Street/King Street, Bathgate is currently being developed through consultation with the local community. A drop-in evening is being held on Wed 28 July at Bathgate Regal Community Theatre between 17:00 and 19:30 where members of the public can view the proposals and discuss the options proposed with transporation staff. Of the £303,000 Scottish Government grant £110,000 has been allocated for the development of cycle projects.  This will include the improvement of cycle provision in and around the Baronshill area in Linlithgow.


Road Casualty Reduction Programme 2010/11

On 18 May the Council Executive committee approved the priority list of schemes to be implemented in 2010/11.  It is anticipated that ten schemes will be implemented from the available funding.

The programme has been running since 2007 and indications show that the 2007/08 programme has so far yielded a 48% reduction in accidents.  Although it is too early to fully assess the effects of the measures, this early indication of accident savings is very positive.
