Your idea of a taxi may be that of the "London Cab" black taxi as seen in most major cities.  However, taxis within West Lothian comprise of saloon vehicles (cars) and Multi-people carriers (MPV).  Anyone may apply for a taxi operators licence, and subject to avilablility of plates and the mandatory background checks a licence may be granted. The number of taxis within West Lothian is restricted, this restriction is reviewed at regular intervals by the council.

The council has set a specification for vehicles which may be licensed as a taxi.  These specifications are subject to review to ensure they continue to provide a standard to meet public expectation regarding safety, comfort and ease of access.  The council adopted the policy that all new vehicles authorised as a taxi must be wheelchair accessible.

How long are taxi and private hire licences valid for?

Civic Government licences are granted for one year and renewals are granted for two years.

If I am applying for a taxi licence, will the council ask the police about me?

Yes, if you are applying for a taxi licence, the council will check that you are a fit and proper person to hold a licence.

What fares can I charge my taxi passengers?

The Council sets the taxi fare scale for taxis and private hire vehicles. This is reviewed on a regular basis.

What is the difference between a taxi and a private hire car?

A taxi (black cab, Hackney or London-style taxi) is available for hire in a public place. This means it can wait in a taxi rank or be hailed in the street. A private hire car can only be used for hire by private arrangement - usually by telephoning for it.

What is the difference between a Vehicle and a Driver's licence?

A vehicle licence is for the vehicle to be operated. It is often referred to as an Operator's Licence. A driver's licence is for the person who will be driving the vehicle.
