Licences - markets
To operate a market you need to hold a "Market Operators Licence, this includes car boot sales or farmers markets. However, not all markets require a licence, under the Civic Government (Scotland) Act 1982 the following are exempted from a licence requirement
- Functions held by charitable, religious, youth, recreational, community political or similar organisations;
- markets held only for the sale of livestock, fodder or grain
Any person who requires a market operators licence for a particular event or date must submit an application on the appropriate form along with the correct fee to West Lothian Connected, 16a Almondvale Centre, Livingston at least 35 days prior to that event or date to allow the application to be processed.
Note: where less than 35 days notice is given the council will not process the application and any fee paid will be refunded.

The council's Licensing team administers the licensing scheme. Information regarding the licence requirements can be obtained from Licensing team using the contact numbers 01506 281632. Each application is treated on its merit but, applicants are advised that mandatory background checks will be carried out by the Lothian and Borders Police and their details will be retained on computer.
